In order to develop autonomy of higher education into cooperation, university's independences including in finance need to be improved. In relation with entrepreneurship culture development effort, universities need to be encouraged to establish business units which utilize education result and science and technology collected for years. Through establishment of service and industry business units/unit Usaha Jasa dan Industri (UJI), university can show its ability to get income from the efforts so far. Thus, the income can be used to help developing the university. The research result of university which is considered of being new innovation and having economic value as well as getting Intellectual Property Right protection such as patent is a valuable accet for UJI unit.
UJI unit is expected to encourage university to start commercial business which produces service or goods as the implementation of university's creation though owned industry. In starting commercial business, university can establish corporation or have partnership with another industries. UJI unit owned by a university can be established and managed by laboratory, pilot plant, engineering workshop, department, faculty, Technical Implementation Unit/Unit Pelaksana Teknis (UPT), research and development center or another institutes within the university.
General objective of UJI Unit Program is to develop UJI area in various universities in Indonesia. The particular objectives are (a) axcellerating development process of entrepreneurship culture in universities, (b) supporting campus autonomy through the income from service and industry business owned by campus or run with business partner, (c) providing opportunities and cooperation experience to the students, (d) growing research result commercializing culture, and (e) building cooperation with private sector including industy party and marketing sector.
The program outcomes are (a) university's commercial business unit, (b) service product and commercial goods which are sold, providing income for university, and (c) growth and development of entrepreneurship and commercialization cultures of research result or education outcome of a university.
Proposal of UJI Unit Program is funded by Dikti and the amount is up to Rp. 75.000.000,- (75%) in the first year, Rp. 75.000.000,- (50%) in the second year and Rp. 75.000.000,- (33%) in the third year. The fund from proposer university is Rp. 25.000.000,- (25%) in the first year, Rp. 50.000.000,- (33%) in the second year, and Rp. 75.000.000,- (33%) in the third year. Business loan fund is expected to be at least Rp. 25.000.000,- (17%) in the second year, and Rp. 75.000.000,- (33%) in the third year.
The proposal should be received by Dikti no more than March 31. Meanwhile, visiting the location which becomes one of the selection process would be held on August. UJI Unit Program is expected to be held based on university's initiative coming from lecturer or laboratory group, engineering workshop, pilot plant, department, faculty, Technical Implementation Unit/Unit Pelaksana Teknis (UPT), other center or institutes within the university. Once being established, this commercial business is expected to be continuosly done. So, the previous initiative needs to be followed by perseverance and carefulness in catching the business opportunities.
Proposal process chain, implementation and report of UJI Unit Program are done based on the determined format, i.e. UJI Unit Program proposal, Proposal Evaluation, Monitoring, and Final Report. Several titles of UJI Unit Program activities are provided as examples.
UJI unit proposal is completely written based on the attached format. The proposal which has successfully passed the first stage selection would have site visit. If the proposal is considered prospective, site visit team would help proposer team to improve upon the proposal on site visit for the second selection. The proposal which has successfully passed the second stage of selection would be promoted of getting the funding.
